With the UK’s Long Duration Energy Storage framework now taking shape, pumped storage hydropower is moving from ambition to delivery.
The focus is now on what it takes to reach Final Investment Decision — aligning policy, finance and project delivery to unlock construction at scale.

Outstanding policy and regulatory risks for PSH

Developing PSH Projects in Practice
Objective: To provide a grounded view of how PSH projects are being developed in the UK today.
Session Focus
Overview of projects currently in development
Key challenges: planning, grid, supply chain, community and consenting
Delivery models and project organisation (e.g. owners engineer, contract structures)
Outcome: A practical understanding of project realities, common barriers, and current pipeline.
Session 3: 13.45pm – 15.15pm
Financing PSH: What It Takes to Reach Financial Close
Objective: To explain how investment decisions are made and what PSH projects must demonstrate to secure private capital.
Session Focus
How lenders and investors assess large-scale infrastructure projects
Bankability requirements: revenue certainty, risk allocation, delivery confidence
Debt–equity structuring and capital market approaches
Construction, geotechnical and insurance risk in financing decisions
Lessons from comparable infrastructure (e.g. interconnectors, offshore wind, hydro)
Outcome: Clear insight into investor and lender requirements, including the key conditions and constraints that determine whether projects reach FID.
Session 4: 15.45pm – 17.00pm
De-risking PSH: Financial and Delivery Solutions
Objective: To explore practical mechanisms that can reduce risk and enable investment and delivery.
Session Focus
Financial instruments (e.g. guarantees, credit enhancement, public co-investment)
Risk-sharing mechanisms and regulatory tools (e.g. PCR thresholds, reopeners)•
Contractual risk allocation (EPC structures, COD delay, force majeure)
Role of government and institutions such as the National Wealth Fund
Non-financial enablers (planning, grid certainty, coordination)
Outcome: Identification of viable de-risking mechanisms to unlock investment.
